United Party for National Development (UPND) Leader Hakainde Hichilema has warned that his party will carry out citizen arrest on District Commissioners who will be caught campaigning for the ruling Patriotic Front PF in the by-elections.
Mr. Hichilema says District Commissioners are civil servants who should not take part in active politics because of the office they occupy.
He says it is unfortunate that District Commissioners have continued to openly campaign for the ruling party during by-elections despite knowing that they are senior civil servants who should not take part in active politics.
Mr Hichilema says the current situation in Mangango where the District Commissioner is openly campaigning for the PF candidate is unfortunate.
Mr Hichilema has since called on the electorates in Mangango and other upcoming by-elections to be alert and report all civil servants openly campaigning for any party.
