DEPUTY Minister of Justice Keith Mukata says Zambia can draw lessons
from countries that have made strides in public finance management and
youth empowerment under the African Peer Review Mechanism (APRM).
Mr Mukata told journalists today on the sidelines of the 22nd ordinary
session of the African Union (AU) that Zambia has learnt from the APRM
process that it is a “tall order” for African countries to achieve the
goals they have set for themselves due to structural and financial
challenges.
The minister, however, said Zambia can learn from African countries that
have made strides in public financial management and youth empowerment
whose reports have been reviewed under the APRM process.
“We have seen these countries come up with strategies, we have seen
them adopt certain instruments or standards that have taken them to
the next level and basically that is the whole idea that we will be
able perhaps to learn from those experiences and maybe also share our
experiences,” Mr Mukata said
He said countries like Sierra Leone which is going through a
privatisation process can learn from the Zambian experience so that it
does not fall into the same pitfalls.
“Countries like Sierra Leone can leapfrog and circumvent the
challenges that we went through during the privatisation process,” Mr
Mukata said.
He said the ongoing APRM meeting on the sidelines of the AU
summit is considering reports from South Africa, Burkina Faso, Benin
and Sierra Leone.
Mr Mukata also said African countries have realised that they cannot
aspire to take their citizens to the next level of development without
adopting aspects of regional integration
“We cannot achieve certain objectives as standalone countries, so what
we realise is that we need to work together and pull in the same
direction but we realise that we are at different levels of
development and we need to learn from each other, support each other
and encourage each other to attain some semblance of optimal and
balanced trajectory in terms of development and observance of rules of
corporate governance, democracy and human rights,” Mr Mukata said
