Alliance for Democracy and Development (ADD) Leader Charles Milupi says he does not see the country having a people driven constitution in the absence of a legal framework.
Mr. Milupi says a legal framework in the constitution making process would have given the Zambian people ultimate control of the process including adoption of the constitution through a referendum.
He says it is unfortunate that Justice Minister has indicated that there is no budget for the referendum two years after the constitution review process was commenced.
Mr. Milupi says this is a clear indication that the PF is not being sincere in the constitution making process.
