President Edgar Lungu says has assured the nation that he is not a sadist who can turn against his own people.
President Lungu says his concern is however that the trend where people building are houses without planning approval from the local councils.
Speaking to journalists at Kenneth Kaunda international airport shortly before departure to Tanzania where he has gone for a two day state visit, President Lungu says he is thus an orderly man who wants things to do in orderliness.
President Lungu says planning helps houses and buildings in times when there are floods as the case is right now.
He is of the view that 50 years down after independence, Zambia cannot continue to talk about houses being flooded the more reason why people should follow the right procedure when building.
President Lungu has since implored the media to tell the people why it is wrong for them to build anyhow and without an approved plan.
