Opposition United Party for National Development (UPND) candidate Misheck Mutelo has scooped the Lukulu west parliamentary seat.
Mr. Mutelo won the seat after polling 3,894 votes against his closest rival Ellien Imbae of the ruling Patriotic Front who got 1,896 votes.
Returning Officer in the April 23, 2013 Lukulu West by-election Crispin Kasemuka announced the victory of Mr. Mutelo yesterday at about 18:00 hours in the newly created district of Mitete in Western Province.
Mr. Kasemuka described the election as free and fair.
He further said the United Liberal Party candidate Sikwa Mubita came out third with only 61 votes from the 41 polling stations respectively.
And speaking after being declared winner, Mr. Mutelo said it was good that the people of Lukulu West had spoken out loud by voting for him.
He said as a newly re-elected MP for Lukulu West, he was going to prioritise development through working with the government of the day.
He said he was going to continue with the developmental programmes he initiated in Lukulu West constituency prior to the nullification of his seat by the court.
Mr. Mutelo stated that his main focus will now be rural development because rural people in his constituency were more poverty stricken than those in urban areas.
Meanwhile, the ruling Patriotic Front (PF) has conceded defeat and congratulated the UPND’s Misheck Mutelo for scooping the seat.
Lukulu West PF campaign manager Nathaniel Mubukwanu, who is also North-Western Province said although he would have loved the PF candidate Ellien Imbae to win, the electorates in the constituency made their choice by electing Mr. Mutelo.
He said the loss will serve as a lesson for the ruling party adding the party will come up with new strategies in order to be able to win future elections which will occur in Zambia.
Mr. Mubukwanu has also congratulated other parties that took part in the Lukulu West by-elections for their peaceful campaigns which he said were devoid of violence.
He said Zambians should learn a lesson from the just ended Lukulu West election participants who conducted themselves in an orderly and peaceful manner during campaigns.
He commended the Zambia Police Service for the professional manner they handled the campaigns in the area.
And UPND campaign manager in the Lukulu West by-election, Charles Kakoma said his party will never be shaken by any other party in Western Province.
Mr. Kakoma said Zambians should emulate the people of Lukulu West who have vowed to support the UPND.
The Lukulu West parliamentary by-election arose after a successful petition in the High court by the loosing PF candidate Ellen Imbae in the September 20, 2011 general elections.
