GOVERNMENT is in the process of introducing a public medical insurance scheme to enhance health service  delivery and social protection among the poor.
Deputy Minister of Health Chitalu Chilufya told Parliament yesterday that the process of establishing this scheme has reached an advanced stage.
“Right now the stage that we are is the layman structure, which will soon be taken to Cabinet and it’s upon the recommendations from there that will determine the way forward,” he said.
Dr Chilufya said that establishing a national health scheme is a complex matter that carries with it several technicalities that are now being considered.
He was responding to Kaputa member of Parliament, Maxas Ngónga (PF) who wanted to know whether Government has any plans to introduce a public medical insurance scheme.
Earlier, Speaker of the National Assembly Patrick Matibini ruled that the legislature is not suitable or qualified to make pronouncements on alleged violations of fundamental rights and freedoms.
The ruling was based on point of order raised by Mazabuka member of Parliament Gary Nkombo (UPND) who questioned whether the Patriotic Front (PF) government was in order to continue making their citizens uneasy and nervous by not respecting fundamental human rights.
Dr Matibini said that it is not his duty to interpret and adjudicate upon general points of law or indeed other technical legalities of interpretation.
Meanwhile, Deputy Minister of Mines, Energy and Water Development Charles Zulu told Parliament that Government is currently undertaking an assessment in all the provinces to ascertain areas that need filling stations.
He was responding to Mwinilunga member of Parliament, Steven Katuka (MMD) who wanted to know when Government will facilitate the construction of a filling station in Mwinilunga parliamentary constituency.
