Constituency Development Fund Projects worry Luangwa Development Committee
Luangwa, June, 19, 2014, ZANIS — The Planning Sub Committee of the Luangwa District Development Coordinating Committee ( LDDCC ) has expressed concern at the delay in the implementation of constituency Development Fund (CDF) projects in the area.
The sub- committee has for this reason called on the District Administration to intervene if people are to quickly benefit from the projects.
The Sub – committee Chairman, Rollet Jani said this during a meeting held at the Civic centre yesterday.
Mr. Jani said that CDF projects were being delayed in being implemented because all the things concerning the projects were been done by the Lusaka Province procurement Committee.
And District Planning Officer, Willard Siampondo says projects which started in 2012 are yet to be completed.
He said this is because the provincial procurement committee has made it difficult for the District team to account for the money.
Mr. Siampondo said as a council they were just a custodian of the Constituency funds but all the procurement, implementation and monitoring was been done by the Provincial team which even comes up with bill of quantities (BOQs) for the projects which are even under estimated.
And Michelo Namilonga, the Acting Community Development Officer, wondered how a single contractor from outside the District can be awarded ten projects amounting to more than ZMK130, 000 when they some local contractors who can do the work and finish on time.
Mr. Namilonga said it was sad that some projects have been running since 2012 and the reason was that most of the contractors been awarded contracts have no capacity to implement the projects.
