Agriculture and Livestock Minister Bob Sichinga told the House that the plant last season managed to produce 97,000 metric tonnes of basal and top dressing but attributed this to power failure by the power utility firm, ZESCO.
The Minister said the PF government is determined to bring NCZ to life without undue interruptions of electricity.
He said the plant created 1,600 jobs to the local people as government is determined to ravamp the firm through the production of compound D and ammonium nitrate respectively.
Meanwhile, Lands Deputy Minister Mutaba Mwali told the house that government has set aside K30 million from the budget to be utilised by councils for the Land Development Fund (LDF), aimed at opening up the country including the newly created districts.
Dr Mwali said his ministry will soon introduce the Statutory Instrument to parliament so that local authorities take centre stage in developing their respective areas.
The House also learnt that Mwense District Council in Luapula province has misappropriated K500m and the local authority has no capacity to refund the LDF it benefited from the last MMD administration.
