Kabompo introduces dog levy
Kabompo, May 20, 2013, ZANIS–Kabompo district council has imposed a
KR 20 dog control levy with immediate effect.
District council secretary, Francis Nkhoma said the council has come
up with the levy because of an alarming increase in the number of
stray dogs in the township posing a public nuisance.
Mr Nkhoma disclosed this in an interview with Zambia News and
Information Services in Kabompo today.
He said stray dogs scavenge rubbish pits, premises of business
institutions and residential areas posing a nuisance to the public.
And district police officer-in-charge, Christopher Jinungo said last
year alone 79 people were bitten by dogs and reported to the police
while this year there have been unspecified cases of people being
bitten by dogs.
He said if given a go ahead, police are ready to gun down all stray
dogs, adding that there is still need for police, council management
and veterinary officers to sit down and plan how such a joint exercise could be undertaken.
Meanwhile, a veterinary officer who preferred anonymity said a recent
live stock census indicated that Kabompo has 5,221 dogs most of them
believed to be stray .
He said several people in the area keep more than ten dogs per
household which is contrary to the control of dogs Act Cap 247 of the
laws of Zambia.
District Commissioner, Dennis Kanyakula said people in the township
are living in fear of stray dogs, especially school children.
Mr Kanyakula said there is need to reduce the number of dogs in the
township by gunning down all those dogs found straying .
