THE state on Friday engaged new prosecutors to handle Local Government Service Commission chairperson Christa Kalulu’s corruption case in the Lusaka Magistrates’ Court.
In this matter, Kalulu, 52 and Peter Lubambo, 55, both of Lusaka, are jointly charged with one count of wilful failure to comply with applicable procedures or guidelines contrary to the Laws of Zambia.
Allegations are that the duo on unknown dates but between August 1 and September 20, 2011 in Lusaka, jointly and wilfully failed to comply with applicable procedures or guidelines relating to procurement in the manner they signed the award of the contract to Plinth Technical Limited for rehabilitation of a 15.04-kilometre road stretch.
This project was under the Lusaka City Urban Roads and it is alleged that this award was done without the ‘no objection’ of the Zambia Public Procurement Authority, in a matter concerning the Ministry of Local Government and Housing, a public body.
However, Kalulu and Lubambo denied having committed the offence when the matter first came up for plea before magistrate Sylvia Munyinya in August.
When the matter came up for commencement of trial, the state submitted that it was changing the team of prosecutors in the matter.
The state then applied for an adjournment, which magistrate Munyinya granted and set November 11 for commencement of trial.
Kalulu then hastily left the courtroom before driving off the premises.
