On Efficiency In Governance
“In order to improve efficiency in governance from top to bottom, [WE] will oversee the establishment of a provincial and communal governance framework for civic-driven change. This will require a radical reduction of all central government expenditure and the promotion of greater accountability and efficiency through performance-based accountability systems.
Changes will need to be effected at various levels including the reduction of the size of cabinet by nearly half the current number. A clear policy for strengthening the civil service and improving its efficiency and effectiveness will need to be developed. But success in realizing such a radical vision requires INVESTMENT in a nation’s GREATEST resource: ITS PEOPLE. If we are to ever make true progress as a nation, we need to REFOCUS our priorities so that greater emphasis is placed on INVESTING in PEOPLE rather than in GOVERNMENTS” Elias Chipimo
