The Higher Education Authority (HEA) has released a list of 19 institutions that unsuccessfully applied for registration.

The Higher Education Act No. 4 of 2013 Part IV Section 15 (1), states that a person cannot operate a private HEI unless the private HEI is registered under this Act.

Thus, the 19 institutions applied for registration but were not registered due to inadequacies in their applications following inspections and scrutiny of applications for registration as HEIs.

Therefore, the institutions are not recognised as institutions offering higher education in Zambia.

These institutions are:

Alpha University
Ballsbridge University
Bridgeway University
Crystal Star University
Eminence University
Excel Research University
Kabwe University of Counselling
Luapula Hub University
Lubuto University
Luzambig University
Matem University

North Western University College
Parklands University
Silasi University
St. Salome University
Stallion University
University of America
West East University
Zambia University of Educational Sciences

The provision of higher education in Zambia is a regulated sector and, as such, any institution intending to offer higher education needs to be registered by HEA.

For this reason, HEA is notifying the general public not to enrol at any private institution that is not registered as their qualifications will not be recognised.

Furthermore, HEA is appealing to the general public to report to the Authority any unregistered institution providing or adverting the provision of higher education so that the offenders are dealt with in accordance with the provisions of the Law as outlined in the Higher Education Act.


11 Higher Education Institutions (HEIs) have invalid certificates of registration

The Higher Education Authority (HEA) has announced that 11 Higher Education Institutions (HEIs) have invalid certificates of registration due to change of name or change of premises.

The provisions of the Higher Education Act No. 4 of 2013 Part IV Section 18 (1), (2) and (3) (a) are such that HEIs that register with HEA at a particular site of operation but then change sites without registering those premises with the Authority are not recognised, at the new premises only, as institutions offering higher education in Zambia.

These HEIs are:

Africa Research University
Citizen University – Chingola Campus
Citizen University – Lusaka Campus
City University of Science and Technology – Kabangwe Pre-cem Campus

City University of Science and Technology – Lusaka South Campus

Damelin University
Harvest University
Kenneth Kaunda Metropolitan University

Mosa University – Mazabuka Campus
Rockview University

The Livingstone International University of Tourism Excellence and Business Management (LIUTEBM)

Therefore, until certification is granted, the aforementioned institutions are contravening the provision of the Higher Education Act and should not operate as HEIs as continuing to do so will invite the full force of the Law as outlined in the Higher Education Act.

Thus, HEA is notifying the general public not to enrol at any private HEIs without a valid certificate of registration as their qualifications will not be recognised.

According to the Higher Education Act No. 4 of 2013 Part IV Section 22 (a), all private HEIs must display in a conspicuous place on its premises, their certificates of registration or a certified copy thereof.

Higher Education Authority (HEA) has rejected to accredit 22 Learning Programmes

The Higher Education Authority (HEA) has rejected to accredit 22 Learning Programmes from six (6) Higher Education Institutions (HEIs), comprising of both private and public HEIs, and an institution submitting for registration.

In accordance with Statutory Instrument 25 of 2016 Part III Section 6 (b), HEA accredits Learning Programmes offered at an HEI for the purpose of recognising the Learning Programme, amongst other reasons.

Therefore, in achieving this mandate, HEA had set a deadline of February, 2018 for the submission of Learning Programmes by HEIs that were already operating. As for institutions applying for registration as HEIs, these are not allowed to offer any Learning Programmes before the Learning Programmes are accredited.

Consequently, HEA is in the process of accrediting 710 Learning Programmes that have been submitted by the 62 private HEIs and 6 public HEIs, with the Authority intending to publish in the media all the Learning Programmes it accredits and those it rejects.
