The establishment of institutions of governance in our Constitution underpins the concept of the rule of the people by the people and for the people.
These institutions have defined mandate to execute on behalf of the governed and this mandate must be executed strictly in tandem with the will and aspirations of the governed.
Zambia has the Executive arm of governance presided over by the head of State. Today, Edgar Chagwa Lungu is the Chief Executive Officer of this arm of government.
It is the expectation of every citizen to feel, enjoy and legally partake in the equitable sharing of national resources. However, for all these expectations to come to pass, there is need to have competent and trustworthy human resource in place.
Edgar Chagwa Lungu’s administration has from the outset been a cadre of men and women with absolutely no vision which defines distinguished service delivery on behalf of the people of this great republic of Zambia.
Edgar Chagwa Lungu submitted that the reshuffles he made are meant for victory in the area of service delivery. It is disheartening to hear this mockery, mocking the intelligence of our people.
Zambia up to date has failed to clinch a deal with the IMF in order to reinforce our ailing treasury under the vacated leadership of Felix Mutati. Today many government projects across the country are white elephants.
Construction equipment at different sites across the country is rapidly rusting because “Ubomba Mwibala Alya Mwibala” and the treasury is depleted.
What progress will these reshuffles bring to the country? Calling for early elections so that those with a know how can pick it up and UPND is the answer. The only wise conclusion from Edgar’s submission is that it’s a tactical operation by the government to continue depleting our resources through loyal bandits who have continued thieving day in day out.
Efficient service delivery both in private and public cycles hinges on honest, hardworking, professionalism, selflessness and patriotism, of which Edgar Chagwa Lungu’s administration has non of all the above.
A misplaced example of a football team arrangement by Edgar Chagwa Lungu as captioned in today’s Daily Mail headline is a visible sign of a man who literally has no time to assemble his mental faculties so that the best comes out of the back of his mind. For instance, Stopilla Sunzu to play number 9, Kennedy Mweene to play number 2 and Emmanuel Mayukwa to play number 3. God forbid Edgar Chagwa Lungu can make the worst coach in the football fraternity given his personal and daylight failed inferences in matters of national character.
Another dangerous counsel from Counsel Edgar Chagwa Lungu is the one given to one Chushi 33, as new Luapula province police commissioner. Edgar Chagwa Lungu Counsels his client that you cannot continue kneeling down to lawbreakers instead force would do. Where is the respect for the rule of law here? This is unpresidential, retrogressive and dangerous in constitutional democracies like Zambia. We have another arm of government which has the constitutional mandate of determining the guilty of the alleged law breakers.
Zambia police is just there to bring to book offenders and immediately handover the case to the Judiciary for determination of innocence of the alleged offender. These are matters which honest and competent lawyers espouse and counsel their clients diligently. Counsel Edgar Chagwa Lungu sadly squandered this golden opportunity, which he could have used to instill professionalism in the Zambia police service which has for a long time been a serious disaster and disappointment in the area of law enforcement in the republic of Zambia.
Many police officers have committed atrocities to the people of Zambia and have gone scot-free without prosecution. Here is are some examples; Mark Choongwa(ZAF) assailants, Mapenzi Chibulo assailant and Bothwell Namuswa high court shooting. All these are criminalised in our penal code Cap 87 of the laws of Zambia but none of these cases was prosecuted and law breakers are still serving in public offices. Is this what Edgar Chagwa Lungu call tactical operations of government to secure victory in service delivery out of the hypocritical reshuffles?
The absolute inference which can be deduced from Edgar Chagwa Lungu’s counsel at State House is that it was a Matebeto party, were they were just dinning a variety of assorted dishes from stolen public resources and winning a variety of beers from accomplice beer dealing criminals.
UPND has for a long time been giving timely warning of these daylight criminals but some people have not been taking our warning seriously till the man in person addressed a public gathering and told them off that, “Ubomba Mwibala Alya Mwibala”.
Not all hope is lost, only if now the people of Zambia can settle for the incoming government of the UPND under the leadership of President Hakainde Hichilema.
UPND is resolved in equal distribution of goods and services across the country regardless of who voted for who. Soon and very soon we will address the many pending questions which Edgar Chagwa Lungu’s administration has lamentably failed to address.
