Luapula Province Permanent Secretary Boniface Chimbwali says technocrats and other stakeholders in the province have the responsibility of explaining the budget and making it understandable to ordinary people in the province.
Mr Chimbwali said government wants to shape the lives of ordinary citizens hence the need for them to understand the budget so that they are part of the development process.
The Permanent Secretary said once the citizenry understand the budget it becomes easy to notice grey areas in the budget and take note of them so that they are addressed in future.
ZANIS reports that the PS said this when he opened a stakeholders sensitization meeting on the citizen budget organized by the Ministry of Finance and Planning in Mansa yesterday.
He said it is the responsibility of each and every citizen to ensure accountability in the budget hence the need for all to understand the budget.
The Permanent Secretary has since challenged stakeholders in the province to make extracts from the Sixth National Development Plan on areas that concern the people of Luapula Province and make them understand it.
The Citizen Budget is an instrument that simplifies the national budget to make it more understandable to the ordinary people.
