Mr Masiwa observed that there was negligence among the polling assistants who could not stamp the ballot papers.
He cited Habunkululu 16, and Hamabbobonka 17, and Kasiya polling stations 9 whose ballots have been rejected respectively due to lack of official markings.
Pemba constituency has 24,856 registered voters.
