A SENIOR corruption prevention officer from the Anti Corruption Commission (ACC) yesterday testified in court how Zambezi FM Disc-Jockey (DJ) Danny Anakene induced Livingstone City Town Clerk Vivian Chikoti with K4,000 through cell phone text messages in order for her to give him a plot.
Kelvin Siwale, 34, narrated before Livingstone resident magistrate Chinkashi Chilingala how Anakene on November 10, 2012 had a phone conversation and later through text messages, offered K4,OOO in order for Ms Chikoti to assist him get a plot from the council.
Mr Siwale said he received a complaint from Ms Chikoti on the same day that Anakene had been sending her texts requesting for her assistance in acquiring a plot and was demanding her bank details through the text messages.
He said after getting the complaint from Ms Chikoti, Siwale analysed the text messages on November 12, 2012 and decided to get authority from the ACC director general to institute investigations.
He said permission was given and Anakene was arrested.
Mr Siwale said according to the ACC Act, offering gratification as an inducement or reward to influence the decision of a public officer constituted an offence and as such, he found Anakene with a case to answer.
He said whether someone apologised, when an offence was committed, the ACC Act was supposed to be enforced and such a person was supposed to be charged for the subject offence.
Magistrate Chilingala has since adjourned the matter to July 14, 2014 to enable the State present the last two witnesses
