NAREP calls for a neutral person to spearhead the enactment of a new constitution

National Restoration Party (NAREP) President Elias Chipimo Jr. says a politically neutral person  should be elected  to spearhead the enactment of a new constitution.

Mr Chipimo says  his proposal will require opposition political parties and other stakeholders to coordinate a mass movement of voters that will elect a non partisan presidential candidate.

He said the elected candidate should be given nine months within which to usher in a new constitution and oversee the creation of a level playing field under which fresh and more inclusive elections can be held as soon as all the necessary measures are put in place.

Mr Chipimo said the uniting of opposition parties and other stakeholders will not be aimed at ejecting the PF from power but will be intended to ensure that a new constitution will be enacted as quickly as possible and that fundamental rights will be protected in the run up to the 2016 free and fair elections.

ZANIS reports that the NAREP Secretariat said  this during the launch of his party’s Blueprint for the Restoration of Zambian Democracy, in Lusaka today.

Mr Chipimo called on all political parties and other stakeholders to support the plan and negotiate and sign a comprehensive framework agreement that will usher in the new constitution.

He said a well written people driven constitution would prevent abuses of basic rights and freedoms of Zambians.

The NAREP President using legal means, the people of Zambia can legitimately remove obstacles standing in the way of a people driven constitution and restore tolerance and inclusiveness.

He said without the new people driven constitution, the exercise of power will continue to be concentrated in the hands of a few people.

Mr Chipimo said the NAREP plan is not meant to substitute but complement ongoing efforts being undertaken by the Grand coalition of Civil Societies and Political parties.
