The spectacle of the two rival political party leaders driving side by side on Mongu – Limulunga has ignited a debate with many people giving their views and opinions. I have taken my time to analyze the situation and I also spoke to a few people who were there including some police officers.

I would like to be as objective as possible without taking sides or being emotional as I give my point of view.

THE ROAD WAS SUPPOSED TO BE FREE OF ALL OTHER VEHICLES, BUT WHY WAS IT NOT CLEARED?

Let me start by commending my brother Dickson Jere for his short guidance on the 4 types of Presidential movements. From Dickson’s explanation we can confidently say, that, the movement of the President was official and therefore, there not supposed to be vehicles on the road as the President was passing.

Unfortunately, at that particular time, the road was not cleared otherwise HH’s convoy would not have been there. In fact witnesses say that apart from HH’s convoy, other vehicles were on the road including on coming vehicles.

DID THE POLICE ADVISE OR GUIDE HH ON THE MOVEMENT?
It has been confirmed that, there was no traffic guidance or advice to HH’s convoy in Mongu or anywhere on the trip to Lumulunga, therefore, HH can not be faulted for being on the road at that particular time.

It is therefore, unfair to accuse HH of deliberately blocking Presidential motorcade. In fact witnesses have confirmed that many other vehicles were by-passed while on coming vehicles were swept out of the road, since it was easier as they were not in a convoy.

DID HH ORDER HIS CONVOY NOT TO STOP WHEN EAGLE 1 WAS PASSING?

It is confirmed that HH did not know that the Presidential motorcade was going to pass at that time.

Witnesses have confirmed that HH’s convoy was covering a distance of about 1 KM with over 60 vehicles driving at a speed of about 60 to 80 KM/h spaced about 5 meters apart.

The distance between Mongu and Limulunga is 19.3 KM and the journey takes about 30 to 45 mins depending on the speed considering the terrain of the road.

HH would not have known at what point exactly the Presidential motorcade was going to overtake them for him to issue instructions to all the drives not to stop or not, unless if he had given this instruction before they started off but of the so many people, someone would give that information.

Even if HH wanted to ensue such an instruction on the road, it was almost impractical that he would have managed because there were too many vehicles driving at a certain speed.

Actually one video shows the difficulty, one driver had to stop when the vehicle in from stopped, whilst the motorcade was passing.

Therefore, it unreasonable to accuse HH of having refused to stop as the Presidential motorcade was passing, due to the fact that it was practically impossible for HH to give any instruction on the road due to the number of vehicles on the convoy and the speed.

WHO IS TO BLAME FOR WHAT HAPPENED?

It was the duty of the police to clear, not only HH’s convoy but all other vehicles which would have posed a danger to the President, but, clearly they failed to do that. Therefore, the blame falls squarely on them.

IS THERE ANYTHING POLITICAL ABOUT WHAT HAPPENED?
I really doubt there is any politics from either side in the event, it was sheer coincidence and I doubt if anyone planned it.

Both parties are now trying to play politics but, there is nothing political in the incidence.

Unfortunately the security of the President is highly exposed. Those vehicles could have even been for malicious people and they could have harmed the President, but thank God the convoy belonged to innocent citizens who just found themselves on the road at a wrong time and it is good nothing happened to them otherwise, it would have been bad to harm them.

SHOULD HH BE ARRESTED FOR WHAT HAPPENED?

HH and his people never committed any crime, the only thing that comes out clearly here, is the negligence of the police and they are the ones to be taken to task.

That is my take on what happened in Mongu.

  1. Police they know eagle one will be passing ,why didn’t they cleared the road,,they allowed the ba hh to go,,,security to questioned
