Opposition National Revolution Party (NRP) has given Road Transport and Safety Agency (RTSA) Chief Executive Officer Zindaba Soko a 72 hour ultimatum to disclose his recommendation to the Ministry of Transport, Works, Supply and Communication on a tender to upgrade the current E-Zambia-TIS system.
In a letter dated August 22, 2014 addressed to Mr. Soko and made available to Qfm news today NRP president Cosmo Mumba says he is aware that Mr. Soko has made recommendation and submitted to the Ministry where he has advised to go ahead to procure a new computerized system called Zam-TIS and to upgrade the one that is current in use at RTSA.

Dr. Mumba says Mr. Soko should also be mindful that the Anti-Corruption Commission (ACC) investigated the matter and advised the RTSA procurement committee not to go ahead with the awarding of tender number RTSA/297/2011 for design, development commissioning and maintenance of the E-Zam-TIZ because of the allegations of corruption and other irregularities.

He says he is also aware that Mr. Soko was advised to cancel the said tender but the advise he has allegedly ignored by going ahead to award the tender before an assessment is done on the current E-Zam-TIZ by the developer to ascertain whether the system can be upgraded or not.

The NRP president says it on this background that he wants Mr. Soko to, within 72 hour disclose his recommendation as the letter he wrote him has also been copied to the Minister of Transport, Works, Supply and Communication and his permanent secretary.

He says he has further copied the same letter to among other ACC Director General and to Director General Zambia Public Procurement Authority (ZPPA) adding that should Mr. Soko not respond to ultimatum he will have not choice but to arrange for meeting President Michael Sata on the matter.

Dr. Mumba has however maintained that his actions should be viewed as a witch-hunt as it is only meat to help Zambia save resources by acting responsibly and honestly in this manner.
