He told Dr. Ng’andu to tell critics of the new constitution that he was sworn in as Permanent Secretary using the existing constitution.

The President wondered why some sections of society were complaining about the constitution when the country has used the existing law in six general elections.

President Sata’s remarks over the constitution follow the confrontational stance taken by unnamed civil society organizations (CSOs) and other stakeholders pushing government to release the final draft constitution soon.

Dr. Ng’andu served as Bank of Zambia deputy governor until his appointment as PS in the ministry of Transport, Works, Supply and Communication s.
